The onchain dao design has three parts:

An ecosystem owner that owns various ecosystem contracts and allows specific contracts to call specific functions. This progressive DAO design means that we can allow for certain delegated parties, either individual addresses, multisignature wallets, or DAO contracts to call certain ecoystem functions without giving them total control.
A DAO proposal and voting contract. This contract will be granted control by the ecoystem and additionally will be able to delegate control as needed
An X7DAO staking mechanism for voting, delegated voting, and reward/compensation for stakers and voters.

(1) is nearly complete and would allow some amount of community handoff while we finish various other parts of the on chain smart contract system.
